The mission of the Bureau of Customs (”BOC”) is to strengthen border control, enhance trade facilitation and improve collection of lawful revenues. In line with this, necessary rules and regulations for the registration of customs brokers and the accreditation of other customs service providers are in place to ensure compliance with the Customs Modernization and Tariff Act.
Who is covered by BOC Accreditation?
Unless otherwise, accreditation shall apply to ALL importers and customs brokers intending to or transacting with the Bureau of Customs, except:
- Once-a-year importation;
- Importation by parcel post or by informal entry;
- Importation of the Philippine Government, its agencies and instrumentalities;
- Importation of personal effects, vehicles, motorcycles and household goods of a balikbayan and his/ her family under R.A. No. 6768, as amended, Overseas Contract Workers and other returning residents;
- Importation of foreign embassies, consulates, legations, agencies of other foreign governments and international organizations with diplomatic status and recognized by the Philippine government (e.g. Asian Development Bank, World Health Organization). This shall include importation of personal effects and household goods of foreign workers and consultants, and officials and employees of foreign embassies, legations, consular officers and other representatives of foreign governments;
What are the requirements to get accredited?
Application for Importer
To register as an importer, the following should be submitted: Original Expiration Date clearly indicated in front of the folder (For Renewal), Completely filled-out and Notarized Application Form, BOC Official Receipt evidencing payment of Application Fee, BIR Importer Clearance Certificate (Original or Certified True Copy), Corporate Secretary’s Certificate, Special Power of Attorney or or Affidavit for designated signatories in the import entries, with sample original signatures, Original copy of NBI Clearance of the Applicant issued within three (3) months prior to the date of application, Two (2) valid government-issued IDs with picture of the applicant and responsible officers (Driver’s License, SSS ID, GSIS ID, Passport, UMID & PRC ID only), Latest General Information Sheet For Corporations, Personal Profile of the applicant and responsible officers, Company profile pictures of the offices and/or warehouse premises, Printed CPRS profile of applicant and updated email notification of “STORED” CPRS Profile, and if applicable, Previous Certificate of Accreditation.
CMO 4-2014 requires additional requirements such as List of Importables with clear description in both technical and tariff terms as provided in existing rules and regulations including estimated volume and values for the incoming 12 months, if includes regulated items, accreditation/license/permit from government agency concerned (LTO, NFA or Sugar), Sworn Undertaking to accept notice by electronic mail and to strictly abide with existing rules and regulations on the Statement with Full Description of Imported Articles covered by entry declarations, and for individual applicants, bank statement for the last 3 months prior the date of application for accreditation, when applicable.
Application for Customs Brokers
To register as a custom broker, the following requirements should be submitted: Original Expiration Date clearly indicated in front of the folder (For Renewal), Completely filled-out and Notarized Application Form with specimen signature, BOC Official Receipt evidencing payment of Application Fee, BIR Brokerage Clearance Certificate (Original or Certified True Copy), Valid Professional Regulation Commission ID, Updated list of clients with complete address and contact details, List of Authorized representative/s with complete personal profile, photo, contact details and specimen signatures, Printed CPRS profile of applicant and updated email notification of “STORED” CPRS Profile, and if applicable, Previous Certificate of Accreditation.
CMO 4-2014 likewise requires additional requirements: Sworn Undertaking to accept notice by electronic mail and to strictly abide with existing rules and regulations on the Statement with Full Description of Imported Articles covered by entry declarations, Sample Original Signature, Sworn undertaking that the broker has actual knowledge of the contents of the declaration and attests to its truthfulness.
Note: All photocopies must be signed/certified true copy by the broker-applicant.
Processing Fee:
All importers and custom brokers shall pay PhP1,000 upon submission of application.
Approval and Validity
Accreditation shall be approved by the Chief of the Account Management Office of the BOC, subject to any request for reconsideration on any adverse decision, which after, shall be elevated to the Deputy Commissioner, which shall be final and executory.
