Business Permit FAQs

A business permit, also called a Mayor’s Permit or BPLO Permit, is a government license issued to companies and business owners that authorizes the business operations within the city or municipal jurisdiction.

A business permit is required to legally operate the business within the barangay and city or municipal jurisdiction. It helps ensure that it pays the local business taxes and complies with local regulations, including zoning, health, safety, and environmental standards.

A Business Permit and Licensing Office (BPLO) is a special office or agency in every city or municipality created under Republic Act 11032, also known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018.” It is primarily responsible for the processing of business applications, both new and renewal. Its mandate also includes planning, development, improvement, implementation, and evaluation policies and procedures governing applications and renewal of business permits.

All business entities, i.e., sole proprietorships and professionals, corporations, partnerships, cooperatives, and associations, require BPLO Registration. They must secure the Barangay Business Permit, Mayor’s Permit, and other clearances.

If the LGU discovers that a business is operating within their area without the Barangay and Mayor’s/Business Permit, the business may be prevented from operating until such time that it has obtained the permits, complied with the various requirements and paid any fines or penalties that might arise as a result of the violation.

The Barangay Business Permit, Mayor’s Permit, and other clearances normally expire on the last day of each calendar year, i.e., 31st of December. Timelines vary depending on the LGU and the complexity of the application. From the barangay to the city or municipal BPLO, the entire process may take a few weeks to a couple of months. Fire safety and sanitary inspections also usually cause delays.

Fees vary depending on various factors, such as the City or Municipal Revenue Code, industry where the business is classified, and the inspections required. These may include the Barangay Business Permit fees (including business plate and documentary stamp), local business tax, inspection fees (e.g., building, fire safety, sanitary, etc.), environmental protection fees, garbage fees, plates and stickers, etc.

Of all the stages in company incorporation or business registration, securing the business permits from the barangay and city or municipal government is perhaps the most complex and complicated. Not only do the business permit requirements and actual processes vary across the LGUs, but there are also various minor permits and clearances that must be processed and secured first before the final issuance of the permits. There are also inspections which can take months.
